AB 32
Assembly Bill 32 was authored by Assembly Speaker Fabian Nunez and Assembly Member Fran Pavley, and was passed into law in 2006. This bill mandates that our greenhouse gas emissions in 2020 be reduced to 1990 levels through caps on emissions to be implemented in 2012. Power to determine those emission levels is given to the Air Resources Board (ARB).
Pros:
-
Gives new legal power to the Air Resource Board to start implementation of measures to significantly reduce greenhouse emissions.
-
Huge potential for job creation and income generation with creation of a green economy in California.
Cons:
-
Does not provide additional funding for actions.
-
No regional planning framework, essential for effective greenhouse gas reduction.
