Bio

David Zehnder is a Managing Principal of Economic & Planning Systems, Inc. (EPS), where he has worked since 1992.  In addition to serving on the UC Davis CRC RAC, he is chair of the Urban Land Institute (ULI) national Urban Revitalization Council, which is committed to strengthening social equity in the nation’s urban areas.  He is also an advisor and research partner to the California Association for Economic Development (CALED) where he has been advocating the inclusion of low and mixed income housing in infill areas as an economic development principle.  A past chair of the Sacramento District Council of ULI, he has overseen the group’s analyses of the new arena district, the Broadway Corridor, and other emerging districts in the Sacramento region.  At EPS, David is active throughout the western U.S. analyzing market support, economic feasibility and impacts, and capital funding strategies related to a wide variety of public and private sector projects, with recent experience advising on mixed-use workforce housing concepts.  He also brings expertise in regional economic analysis, having evaluated innovation centers and supporting technology clusters in Davis and a variety of other locations in North America.  David has a Master’s Degree in City and Regional Planning from UC Berkeley, building on undergraduate degrees in Geography and Economics from San Francisco State University.  He is a resident of Davis and an avid cyclist.
