2017 Fair Housing and Social Inclusion Fellowship
Through a unique partnership between the Center for Regional Change and the California Department of Housing and Community Development (HCD), the following fellows are participating in a fair housing training focused on social and cultural inclusion. The curriculum focuses on the application of fair housing policies through the lens of implicit bias, culture and group dynamics, and cultural intelligence. Throughout an intensive five-month program, a multidisciplinary team of educators from UC Davis and the University of Kentucky are facilitating innovative workshops and coaching HCD staff to apply these concepts. Fellows ultimately designed fair housing projects (listed below) to support the development of HCD's fair housing goals, policies, and programs.

Research and evaluate the current Mobilehome Park Rehabilitation and Resident Ownership Program (MPRROP) from the perspective of stakeholders to improve funding accessibility for vulnerable and at-risk populations.

Putting the Fair in Community Outreach: Past, Present, and Future
Implement a community based outreach pilot program to restructure HCD's current outreach practices and develop a fair housing webpage for HCD, thus allowing grantees, stakeholders, and the community to have a voice from start to finish. This will address goals set forth in the 2012 AI, create a vested interest in the programmatic changes that are made to further fair housing, and provide fair housing resources and materials that communities are lacking.

A Moving Target: Revamping the Mobilehome Park Maintenance Inspection Process
Utilize data from the Codes and Standards Automated System (CASAS) to analyze statistical patterns for Mobilehome Park Maintenance (MPM) inspections and complaints to determine if a more systematic method can be used for prioritization. The intended outcome is the implementation of a system that maximizes the health and safety of California's mobilehome parks given current funding and resource constraints.

Conduct a case study on a sample of proposed housing development sites and review their relationship to areas of opportunity i nnorder to answer the question, "Are local jurisdictions making zoning choices that negatively impact low income communities?"
